The purpose of this Invitation to Negotiate (ITN) is to obtain technical expertise for FDOE and for LEAs in building the capacity to implement and evaluate professional development for teachers and principals. Evaluator methods must include appropriateness of data collected from LEA teacher and principal evaluation systems, including student learning data.
