ADDENDUM 1 CAN BE FOUND BELOW: ************************************************************************************* POSITIVE TRAIN CONTROL SYSTEM FOR THE CENTRAL FLORIDA RAIL CORRIDOR The State of Florida Department of Transportation, hereinafter referred to as the “Department”, seeks a qualified Vendor to install, implement, maintain a FRA Type Approved Positive Train Control System (PTC) in accordance with 49 CFR Part 236 subpart I on the Central Florida Rail Corridor. The Vendor shall be required to install a PTC that contains the following four main system components: a back office segment, an onboard system, a wayside system, and a bi-directional communications transport system. The PTC installed by the Vendor shall also be interoperable with the CSXT PTC and compatible with the Meteorcomm ITCnet platform for wireless communications. A MANDATORY Pre-Proposal conference will be held at the date, time and location in the Procurement Timeline section of the Special Conditions. The purpose of this meeting is to provide an open forum for the Department to review the Scope of Work and Requirements, and respond to questions from potential Proposers regarding the Scope of Work and Requirements; RFP requirements; contractual requirements; method of compensation, and other conditions or requirements that may, in any manner, affect the Work to be performed. Any changes and/or resulting addenda to the RFP will be the sole prerogative of the Department. NOTIFICATION OF FEDERAL PARTICIPATION To the extent required by Federal law, the State of Florida agrees that, in administering any Federal assistance Program or Project supported by the underlying Grant Agreement or Cooperative Agreement, any request for proposals, solicitation, grant application, form, notification, press release, or other publication involving the distribution of FTA assistance for the Program or the Project that it will identify the FTA grant source by listing the Catalog of Federal Domestic Assistance Number of the program. The following FTA grant programs will be eligible to participate in this bid, Federal Transit Capital Investment Grant, 49 U.S.C. 5309, and the CFDA number 20.500. Federal funding assistance up to Fifty (50%) percent may be provided. All Proposers should be registered in the State of Florida’s MyFloridaMarketplace system. All prospective bidders, proposers, and respondents that are not registered, should go to https://vendor.myfloridamarketplace.com/ to complete on-line registration, or call 1-866-352-3776 for assisted registration. For services contracts, all out-of-State corporations, out-of-State limited liability companies, and out-of-State limited partnerships must be authorized to do business in the State of Florida. For services contracts, all Bidders, Proposers, and Respondents must be properly licensed if the business being provided requires that individuals be licensed by the FL Department of Business and Professional Regulation. NOTE: In accordance with section 287.057(23), Florida Statutes, respondents to this solicitation or persons acting on their behalf may not contact, between the release of the solicitation and the end of the 72-hour period following the agency posting the notice of intended award, excluding Saturdays, Sundays, and state holidays, any employee or officer of the executive or legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in the solicitation documents. Violation of this provision may be grounds for rejecting a response. MFMP Transaction Fee: All payment(s) to the vendor(s) resulting from the contract(s) established by this competitive solicitation WILL be subject to the 1% MFMP Transaction Fee unless the transaction is exempt from the Transaction Fee pursuant to Rule 60A-1.032, Florida Administrative Code. Scrutinized Companies Lists Section 287.135, Florida Statutes, prohibits agencies from contracting with companies, for goods or services over $1,000,000, that are on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List. Both lists are created pursuant to section 215.473, Florida Statutes. A vendor on either Scrutinized List may not bid on, submit a proposal for, or enter into or renew a contract for commodities and/or contractual services of $1 million or more.
