The Department is requesting Statements of Qualifications from registered surveyors and mappers for the services described above. This RFQ and the selection process are governed by Chapter 287.055, known as the Consultants Competitive Negotiation Act (CCNA). It is the Department of Revenue’s responsibility to provide aid and assistance to the County Property Appraisers as specified in 195.002(1) F.S. At least once every 3 years the Department shall prescribe and furnish such aerial photographs and non-property ownership maps to the property appraisers as is necessary to ensure that all real property within the state is listed on the county rolls. The Department of Revenue, for its own use and for County Property Appraisers use, is proposing to contract for the acquisition and delivery of digital ortho photography products. The Department intends to acquire ortho-rectified digital image data to support the development and analysis of the tax rolls for all 67 counties in Florida. Pursuant to the Federal Brooks Act, and Section 287.055, Florida Statutes, price may not be an evaluation criterion during the advertisement and selection phase for professional services procurements. Responders are prohibited from including references to their proposed professional services fees or indirect rates in letters of response or technical proposals. Inclusion of prohibited professional services cost data in a letter of response or technical proposal may cause the letter of response or technical proposal to be considered non-responsive. Pricing will be negotiated on a project-by-project basis following selection based upon qualifications as described herein.
