NOTICE OF INVITATION TO BID THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT SIX CONTRACTS OFFICE ADVERTISEMENT DATE: February 8, 2018 Project & Proposal No.: ITB-DOT-17/18-6153RC FIN No.: 441940-1-82-01 Counties: Miami-Dade & Monroe Proposals Due Date: Friday, March 2, 2018, at 10:00AM Location: District 6 Adam Leigh Cann Building 1000 NW 111TH Avenue Miami, Florida 33172 WORK DESCRIPTION: To provide an Automated Vehicle Location (AVL) System for its fleet of Incident Management Vehicles, and supporting services. RECEIPT OF BID PRICE & MINIMUM QUALIFICATIONS: Sealed responses to this Invitation to Bid will be received until 10:00AM on Friday, March 2, 2018, at the Florida Department of Transportation, 1000 Northwest 111th Avenue, District Six Main Building, Front Lobby, Miami, Florida 33172. LENGTH OF CONTRACT: Five (5) Years PERFORMANCE BOND: A PERFORMANCE BOND IS NOT REQUIRED FOR THIS PROJECT. (See Introduction Section 2 Timeline) The Department reserves the right to accept or reject any or all Bids received and reserves the right to make an award without further discussion of the Bids submitted. Therefore, the Bids should be submitted initially in the most favorable manner. It is understood that the Bids will become a part of the Department’s official file, without obligation to the Department. ESTIMATED BUDGET AMOUNT: $625,000.00; the total amount of this agreement is expected to be funded by multiple appropriations and the State of Florida’s performance and obligation to pay under this contract is contingent upon annual appropriation by the Legislature. Violation of this provision may be grounds for rejecting a response. MFMP Transaction Fee: All payment(s) to the vendor resulting from this competitive solicitation WILL be subject to the MFMP Transaction Fee in accordance with the attached Form PUR 1000 General Contract Condition #14. However, all vendors should be aware that effective November 1st, 2015 through July 1st, 2016, in accordance with Senate Bill 2502-A, the Transaction Fee will change from one percent (1%) to seven-tenths of one percent (.70%) of the payment issued. The Transaction Fees imposed shall be based upon the date of issuance of the payment. Scrutinized Companies Lists Section 287.135, Florida Statutes, prohibits agencies from contracting with companies, for goods or services over $1,000,000, that are on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List.
