Citizens Property Insurance Corporation (Citizens) has issued an Invitation to Negotiate (ITN) to request competitive sealed replies (Replies) from firms (Vendors) capable of providing a SaaS solution to integrate the management and administration of its Internal Audit/Governance, Enterprise Risk, and Internal Controls activities (the “GRC Solution”), as more fully described in Section 2 of the ITN. The GRC Solution should address the needs of Citizens’ Office of Internal Audit (OIA) and provide the following features: • User-friendly dashboards; • Advanced reporting capabilities; • Self-service opportunities for self-assessment; • Input of risk, controls, and audit issue management across the enterprise; • Efficiently leverage enterprise risk and internal controls across the enterprise; and • Strengthen Citizens’ corporate control environment by mitigating the potential for fraud, waste or abuse and integrating internal control measures into the organizational culture. Citizens is seeking to start a staggered implementation of the GRC Solution within the first quarter of 2021. Vendors responding to this ITN with specific software or solutions will be expected to assist Citizens with any implementations and post-implementation support. Citizens may award a contract (Contract) to one Vendor for a comprehensive GRC Solution. However, Citizens is inviting Vendors to propose individual components of a GRC Solution that can be integrated with other products to provide a comprehensive GRC Solution. The determination of how many Vendors will receive an award, as well as pricing and terms and conditions, will be discussed during the negotiations phase of this ITN. The evaluation and negotiation processes are more fully described in Section 3. All Vendors should familiarize themselves with all requirements of this solicitation before submitting a Reply.
