AGENDA SITING BOARD DEPARTMENT OF ENVIRONMENTAL PROTECTION FEBRUARY 22, 2000 Item 1 Minutes Submittal of the Minutes of the November 9, 1999 Cabinet Meeting. (See Attachment 1, Pages 1-2) RECOMMEND ACCEPTANCE Item 2 Lansing Smith Power Plant, Unit 3 Order/Gulf Power Company REQUEST: Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge’s Recommended Order finding the Lansing Smith Unit 3 site to be consistent and in compliance with the existing land use plans and zoning ordinances of Bay County, pursuant to section 403.508(2), F.S. COUNTY: Bay APPLICANT: Gulf Power Company LOCATION: The existing Lansing Smith Power Plant is located west of the community of Southport in an unincorporated area of Bay County, northwest of Panama City, Florida. STAFF REMARKS: Gulf Power Company's proposed Unit 3 project consists of two combustion turbines and a single steam turbine operating as a combined cycle unit, with a total summer peak generating capacity of 574 megawatts (MW). The new Unit 3 will be fired only with natural gas. The Lansing Smith Unit 3 site is an approximately 50-acre parcel within the existing Gulf Power Lansing Smith site, which comprises approximately 1,400 acres owned by Gulf Power Company. Gulf Power currently operates three electrical generating units at the Lansing Smith site. These units are directly south of the proposed Unit 3 site. In addition to the combined cycle unit, the Unit 3 site will also contain a new electrical switchyard and a gas conditioning and meter station. A new cooling tower will be constructed, along with water treatment and storage facilities. The site will also contain a new administration building and stormwater ponds. Gulf Power will be "reconductoring" three of the transmission lines that leave the Lansing Smith Site and proceed south and east into Lynn Haven, Panama City, and Cedar Grove. No new structures or replacement of existing structures will be required as part of this activity. On November 1, 1999, the Administrative Law Judge conducted a public hearing on compliance of the site with the existing land use plan and zoning ordinances. No one testified against or opposed the proposed use of the site. The Order approves and adopts the Recommended Order as submitted by the Administrative Law Judge, pursuant to the Florida Electrical Power Plant Siting Act, sections 403.501, et seq., F.S., finding the Lansing Smith site to be consistent and in compliance with the existing land use plans and zoning ordinances of Bay County, pursuant to section 403.508(2), F.S.
