1. Approval of the minutes of the meeting held July 11, 2000.

2. Consideration of a Recommended Order issued by the Division of Administrative Hearings in the case of Quadrangle Development Company, a Florida Joint Venture, vs. Orange County, and a Motion for Leave to Amend its Petition and Application for Development Order filed by the Quadrangle Development Company. (FLWAC Case No. APP-99-004; DOAH Case No. 99-3722DRI).

Quadrangle Development Company (Quadrangle) is the owner of real property located in Orange County known as the Quadrangle Development of Regional Impact/Planned Development (DRI/PD). The Quadrangle DRI/PD was originally approved by Orange County in 1984 as a DRI/PD containing office, commercial and hotel uses. In 1994, Orange County approved an amendment to the development order to authorize multifamily residential development uses. Quadrangle submitted a request to amend the development order in 1997 to replace previously approved office with multifamily residential development. Orange County denied the request on March 23, 1999, based on compatibility.

On May 7, 1999, Quadrangle filed a notice and petition for appeal of Orange County’s denial with the Commission. The matter was forwarded to the Division of Administrative Hearings (DOAH) for assignment of an Administrative Law Judge and further proceedings. An administrative hearing was conducted and the Administrative Law Judge issued a Recommended Order on July 18, 2000, which is the subject of this proceeding.
