(See Attachment 1, Pages 1-2) RECOMMEND APPROVAL *************************************************** Item 2 Calpine Construction Finance Company, L.P./Osprey Energey Center Recommended Order REQUEST: Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge’s Recommended Order recommending the Siting Board find that the Calpine Construction Finance Company, L.P., Osprey Energy Center, is consistent and in compliance with existing land use plans and zoning ordinances, under section 403, Part II, F.S. COUNTY: Polk APPLICANT: Calpine Construction Finance Company, L.P. LOCATION: City of Auburndale STAFF REMARKS: Calpine Construction Finance Company, L.P., will operate a nominal 540 MW facility (527 MW under average annual ambient conditions) consisting of two combustion turbine generators (nominal 170 MW each), two heat recovery steam generators, one steam turbine electric generator (nominal 200 MW), and ancillary equipment. The facility is known as the Osprey Energy Center, and is located on a 19.5 acre site, which was previously a citrus grove, in the City of Auburndale, Polk County, Florida. The Osprey Energy Center is adjacent to the Tampa Electric Company’s Recker Substation and the Auburndale Power Partners electrical power generation facility. In addition to the combined cycle unit, cooling towers will be constructed, along with water treatment and storage facilities. The site will also contain an administration building and stormwater ponds. No new transmission lines will be required as part of this project, and there will be no direct discharge to waters of the state. There are no wetlands on the site. All domestic and industrial wastewater will be discharged into the Auburndale sanitary sewer system and conveyed to the City’s wastewater treatment plants for treatment and disposal. On December 14, 2000, Calpine Construction Finance Company, L.P., and Seminole Electric Cooperative, Inc., entered into a purchased power agreement. The Florida Public Service Commission issued an affirmative need determination on February 21, 2001. On February 28, 2001, the Administrative Law Judge issued a Recommended Order finding the site to be in compliance with the local land use plans and zoning ordinances.
