On November 21, 2000, the Orange County School Board voted to deny the application for a charter of Learning Excellence Foundation of Pine Hills, Inc. This appeal is brought to the State Board of Education pursuant to Chapter 228.056, Florida Statutes, which includes provisions governing the appeal process for charter school applicants. This item was deferred at the February 6, 2001, and March 29, 2001, State Board Meetings at the request of the applicant and school board. This is a new rule to prescribe the requirements and conditions pursuant to Section 231.29, Florida Statutes, for submission, review, and approval of school district instructional personnel systems.
