Minutes of the May 30, 2001, June 12, 2001 and June 26, 2001 meetings. (ATTACHMENT 1)FOR APPROVAL2. Learning Excellence Foundation of Pine Hills Charter School, Incorporated vs. the School Board of Orange County. On November 21, 2000, the Orange County School Board voted to deny the application for a charter of Learning Excellence Foundation of Pine Hills, Inc. This appeal is brought to the State Board of Education pursuant to Chapter 228.056, Florida Statutes, which includes provisions governing the appeal process for charter school applicants. This item was deferred at the February 6, 2001, March 29, 2001 and May 15, 2001 State Board Meetings at the request of the applicant and school board. WITHDRAWN AT THE REQUEST OF THE(ATTACHMENT 2)APPLICANT AND THE SCHOOL BOARD 3. Twenty-first Supplemental Authorizing Resolution to the Master Authorizing Resolution adopted on July 21, 1992, authorizing the issuance of not exceeding $300,000,000 State of Florida, Full Faith and Credit, State Board of Education, Public Education Capital Outlay Refunding Bonds, (one or more series) (the "Refunding Bonds"), and of 2) a resolution authorizing the negotiated sale and delivery of the Refunding Bonds. The Twenty-first Supplemental Authorizing Resolution contains the authorization for one or more series of bonds necessary to refinance all or a portion of the outstanding Series 1992-A Public Education Capital Outlay Bonds. (ATTACHMENT 3) FOR APPROVAL 4. Twenty-second Supplemental Authorizing Resolution to the Master Authorizing Resolution adopted on July 21, 1992, authorizing the issuance of not exceeding $695,000,000 State of Florida, Full Faith and Credit, State Board of Education, Public Education Capital Outlay Bonds, 2001 Series, and a resolution authorizing the competitive sale of a portion of such bonds by the Division of Bond Finance. The Twenty-second Supplemental Authorizing Resolution contains the authorization for bonds necessary to finance public education capital outlay projects authorized during the 2001 legislative session. Bonds issued pursuant to the Twenty-second Supplemental Authorizing Resolution will be secured primarily by gross receipts taxes, and will be additionally secured by the full faith and credit of the State. The proceeds of such bonds will be used to finance capital outlay projects for school and community college districts and the State University System. (ATTACHMENT 4) FOR APPROVAL Rules 5. Rule 6A-4.01761, Specialization Requirements for Certification in the Area of Speech-Language Impaired/Associate - Academic Class. This is a new rule to provide relief in the critical shortage area of speech-language pathology for small and rural districts by establishing a provider of speech-language services at the bachelor's degree level. (ATTACHMENT 5) FOR APPROVAL 6. Rule 6A-1.09431, Special Request Procedure for Exemption from Graduation Test Requirement for Students with Disabilities Seeking a Standard High School Diploma. This is a new rule to specify the procedures under which a student with disabilities may apply for and be given a waiver from the high school graduation testing requirements specified in statute. (ATTACHMENT 6) FOR APPROVAL Amended Rules 7. Rule 6A-4.0012, Application Information. The purpose of this rule amendment is to adopt updated and revised application forms for the Florida Educator's Certificate and the Renewal of Reinstatement of a Professional Florida Educator's Certificate. (ATTACHMENT 7) FOR APPROVAL 8. Rule 6A-6.03012, Special Programs for Students who are Speech and Language Impaired. The purpose of this rule amendment is to allow a bachelor's degree level person to provide services under the direction of a certified speech-language pathologist with a master's degree or higher to students who are speech and language impaired. (ATTACHMENT 8) FOR APPROVAL 9. Rule 6A-1.09422, Florida Comprehensive Assessment Test Requirements. The purpose of this rule amendment is to establish passing scores for the grade ten Florida Comprehensive Assessment Test (FCAT) and to extend for two additional years the current achievement levels currently specified in rule for grades 4, 5, 8, and 10 tests. (ATTACHMENT 9) FOR APPROVAL 10. Rule 6A-1.0943, Statewide Assessment for Students with Disabilities. The purpose of this rule amendment is to adopt procedures to provide accommodations for eligible exceptional education and handicapped students who take the state student assessment tests.
