4 MR. McPHERSON: Good morning. We have four
5 agenda items. The first one is our minutes.
6 GOVERNOR BUSH: Moved and seconded. Without

9 MR. McPHERSON: The second is our Quarterly
10 Report for the Fourth Quarter, 2001-2002,
11 Attachment 2, and it's recommended for acceptance.

14 GOVERNOR BUSH: Moved and seconded. Without

16 MR. McPHERSON: Third item today, sir, is an
17 informal verbal review of the new USDVA Report
on
18 Veterans' Cemeteries.
19 The material is in Attachment 3, it's
20 entitled "Future Burial Needs." There
is a
21 one-page table that summarizes it nicely, it's
22 the easiest way to quickly display the
23 material.
24 Mat, you want to show that?
25 This table -- this study recommends that

1 there are 31 sites, areas, defined as future
2 sites for national cemeteries in population
3 order nationally. Florida had six areas
4 identified on this list.
5 It is important to note that this study
6 uses 1990 census data, that's a critical
7 element, and I will address that momentarily.
8 The USDVA Secretary, Secretary Principi's
9 in his cover letter forwarding this report to
10 Congress set a threshold of 170,000 Veterans in
11 a population area as a minimum for an area to
12 be competitive for a new national cemetery
13 site.
14 The areas below that threshold are
15 recommended for consideration in a
16 Federal/State Cemeteries Program.
17 Please note that the Sarasota area is the
18 only area currently above the VA 170,000
19 threshold, and the need there is cited as 2020.
20 Jacksonville is close at 159,000 and the
21 need there is cited as 2005.
22 In reviewing this report, the FDVA found
23 that more current data reveals by our
24 calculations that the Jacksonville area has
25 already exceeded the study's projected

1 population data and that it currently exceeds
2 the VA established population threshold.
3 Accordingly, we have already communicated
4 with the USDVA that this study must be updated
5 with 2000 census data as soon as it is
6 received. And we have been informed that they
7 will do that.
8 Also note that the other four areas in
9 Florida, the Bushnell National Cemetery in
10 Sumpter County, Barrancos National Cemetery in
11 Pensacola area, and the Melbourne and
12 Tallahassee areas are all well below the
13 threshold population for consideration as a
14 national cemetery site.
15 So really we have one cemetery in Sarasota
16 that this study verifies the need for. And
17 when we get them to update the census data to
18 the current material, we should have a second
19 in the northeast area.
20 We'll continue to work with them to ensure
21 that the continuing influx of Veterans into
22 this state is accurately accounted for as the
23 execution of this plan moves forward through
24 the Year 2020.
25 Question, sir?

1 GOVERNOR BUSH: Yes. How could the need be
2 in Jacksonville 2005 and the need in Sarasota be
3 in 2020 when the populations are bigger?
4 MR. McPHERSON: The Sarasota item is
5 contingent upon the closing of the Bay Pines
6 National Cemetery, which is in that complex in
7 St. Petersburg. It's forecasted to have a life
8 through 2018, and then Sarasota is forecasted to
9 pick up that need after Bay Pines closes. That's
10 the reason, sir.
11 GOVERNOR BUSH: Thank you.
12 MR. McPHERSON: Any other questions on this
13 report, sir?
14 We'll continue to follow it, and we'll
15 press for getting the new census data in that
16 should help us.
17 Our final agenda item today is a short
18 update on the progress concerning the Florida
19 World War II Memorial. The material for this
20 discussion is in attachment 4.
21 There are two items furnished to frame
22 this update. First is the projected timeline
23 that tracks the history of the legislation that
24 created this project and the 2000 development
25 of the concept of a memorial with a number of

1 components.
2 Note that during the first year, almost a
3 hundred thousand dollars was raised, and that
4 in 2001, a new component of a monument was
5 added to the concept. During 2001 and today an
6 additional $80,000 has been raised.
7 As a contingency, the Florida Department
8 of Veterans' Affairs has for the first time
9 included in the LBR submission a $200,000
10 request this year.
11 However, our fundraising continues and we
12 recently added the strong support of Ms. Liza
13 McFadden, of your office, to assist in
14 reinvigorating that portion of the effort.
15 With her help we seek to engage more corporate
16 support and perhaps even sponsorship of some
17 parts of the project.
18 If successful, we may be able to succeed
19 without GR funding.
20 Another item of note is the FDVA has taken
21 an incremental approach to this project. While
22 some of the work was initially focused on all
23 of the elements, the department, with the
24 strong support and invaluable assistance of the
25 Department of State, tackled the World War II

1 Museum portion of it in time to have it opened
2 for December 7, the Fiftieth Anniversary of the
3 Pearl Harbor attack.
4 GOVERNOR BUSH: Have we reimbursed --
5 MR. McPHERSON: I owe them approximately
6 $29,000. As we continue to raise the funds, we
7 will pay.
8 GOVERNOR BUSH: I thought it was worse. I am
9 glad it sounds better. He probably won't charge
10 you too much; Jim is a generous guy.
11 MR. McPHERSON: We would like to see a grant.
12 Continuing this incremental approach, the display
13 that you have in front of you regarding costs
14 forecasts the next element and that's the
15 monument.
16 Following that, we will incorporate the
17 other elements that bring the educational
18 components of the museum displays and heritage
19 trail booklets into it.
20 The actual monument stone is forecasted to
21 cost $75,000, and the balance of the item shown
22 for that element says contingency for the
23 architectural, engineering work, foundation
24 work, ground, sidewalks, benches, and other
25 contingencies.

1 Total costs all the elements of the
2 project as currently projected, including all
3 funding spent to date for the fundraising, the
4 museum and other elements, is approximately
5 $660,000.
6 Note that it does not include in-kind
7 donations there in the footnote.
8 And we are hoping that as we get our
9 reinvigorated fundraising efforts going, that
10 we will be able to do a good portion of this
11 with corporate and other sponsorships.
12 That's where we stand currently, sir, on
13 this issue.
14 GOVERNOR BUSH: Jim.
15 SECRETARY SMITH: What are you trying to
16 raise, the profits, the general budget?
17 MR. McPHERSON: Yes, sir, we do, and it's
18 displayed there in the second attachment, the
19 various elements have a cost attached to them.
20 Some of them have been partially funded and the
21 others we will continue to raise money.
22 SECRETARY SMITH: What's the balance?
23 MR. McPHERSON: We broke it into two
24 elements, the museum and the monument being the
25 first two elements, and that is approximately

1 $200,000.
2 Once we finish those two elements, one
3 being done and the second being the monument
4 put in place, then we'll tackle other elements
5 that are shown in this display. That brings
6 the total needed for $490,000; that's where we
7 are today.
8 GOVERNOR BUSH: Of which 200 is --
9 MR. McPHERSON: In our LBR request.

11 and the rest would be private?
