Progress Energy Florida/Hines Energy Complex Power Block
3 REQUEST: Consideration of an Order, to be executed by the Siting Board, adopting the Administrative Law Judge’s Recommended Order recommending the Siting Board grant full and final certification to Progress Energy Florida, under Section 403, Part II, F.S., for the location, construction and operation of the Hines Energy Complex Power Block 3, pursuant to Subsections 403.509 (1), and 403.511(1), F.S. COUNTY: Polk APPLICANT: Progress Energy
Florida (formerly Florida
Power Corporation) LOCATION: The Hines Energy complex power plant site is located in an unincorporated area of southwest Polk County, Florida, approximately three miles south of Bartow and three and one-half miles northwest of Fort Meade. STAFF REMARKS: The Hines Energy Complex site was certified for an ultimate generating capacity of 3000 MW in January 1994. The Hines site already contains previously certified Power Block 1, a 470 MW gas-fired combined cycle system and Power Block 2, a 530 MW gas-fired combined cycle system. PEF’s proposed Hines Power Block 3 consists of two combustion turbines, one heat recovery steam generator and a single steam turbine operating as a 530 MW combined cycle unit. The new unit will be fired primarily with natural gas with light oil as an alternative fuel. Power Block 3 will use 5 acres of already disturbed land at the existing Hines Energy Complex site. The site is an approximately 8,200-acre parcel located approximately three miles south of Bartow and three and one-half miles northwest of Fort Meade in southwestern Polk County. Additional facilities included in the Power Block 3 project include pipes necessary to connect to the existing cooling pond, water supply and wastewater treatment systems, bus bars to connect the unit to the site switchyard. On June 10, 2003, the Administrative Law Judge
issued a Recommended Order recommending the Siting Board grant full and
final certification to Progress Energy Florida, under Section 403, Part
II, F.S., for the location, construction and operation of the Hines Energy
Complex Power Block 3, pursuant to Subsections 403.509 (1), and
403.511(1), F.S. (See Attachment 2, Pages 1-161) RECOMMEND
