The department entered into a contract with Unisys in 1995 to
provide a driver license digital imaging system pursuant to
Request for Proposal #065-95.
The contract and renewal will expire September 30, 2003. Unisys submitted an offer to
continue providing driver licenses and identification cards for twelve
additional months at a price of $.99 per driver license/identification
card. The Legislature
authorized extension of the current driver license contract and provided
necessary funding in line item 2369 of Section 6 of the Appropriations Act
for fiscal year 2003-2004, which was signed into law by the Governor on
June 23, 2003.
The department requires continuation of the Unisys digital driver
license system until a new system is fully operational
and requests approval to contract with Unisys effective October 1,
2003. This will be for a term
of 12 months, and the contract may be extended on a month-to-month basis
for an additional three months, at a cost of $.99 per driver license and
identification card. Attachment #3.

The department requests approval to contract with Digimarc ID
Systems for an enhanced digital image driver license system at $1.57 per
license. This will be a
five-year contract with a five-year renewal option, which replaces our
expiring contract with our current vendor. The proposed new system will be
implemented over a 14-month period subsequent to the execution of the
contract. The new contract
will provide both the department and participating tax collectors
statewide with new equipment, an integrated issuance system, and a more
secure process and document. After
significant research and development efforts involving department
personnel and interested stakeholders, the department issued Invitation to
Negotiate #003-02 on January 31, 2002. Two months of negotiations followed
selection of the top three respondents on April 23,
2002. Best-and-final
offers were submitted June 26, discussed with individual respondents July
9, 10, and 11, and evaluated July 16, 2002. A Notice of Intent to Award to
Digimarc ID Systems was posted at 8:05 AM July 17, 2002. Digimarc offered the highest
scoring proposal and the lowest price. Equipment, software, inventory,
and driver license security features met or exceeded all
requirements. No protests
were received. The
Legislature approved the new digital driver license system and provided
necessary funding in line item 2369 of Section 6 of the Appropriations Act
for fiscal year 2003-2004, which was signed into law by the Governor on
June 23, 2003.
