Lee County Solid Waste Energy Recovery Facility Unit 3 Final
Order REQUEST: Consideration of an Order, to be
executed by the Siting Board, adopting the Administrative Law Judge’s
Recommended Order recommending the Siting Board grant full and final
certification to Lee County, under Section 403, Part II, F.S., for the
location, construction and operation of the Lee County Solid Waste Energy
Recovery Facility Unit 3, pursuant to Subsections 403.509 (1), and
403.511(1), F.S. COUNTY: Lee APPLICANT: Lee County LOCATION: The Lee County Solid Waste Energy
Recovery Facility power plant site is located in an unincorporated area of
Lee County, Florida, approximately 5 miles east of the City of Fort Myers,
approximately 2.5 miles east of the intersection of Interstate 75 and
State Road 82. STAFF REMARKS: The Lee County Solid Waste
Energy Recovery Facility site was certified for an ultimate generating
capacity of 60 MW in June 1992.
The Lee County site already contains previously certified Units 1
and 2 each capable of burning 600 tons per day of municipal solid waste
and each capable of generating 20 MW of electricity. Lee County’s proposed Unit 3
consists of a 600 tons per day municipal solid waste fired boiler and a 20
MW steam turbine. The
new unit will be fired primarily with municipal solid waste with natural
gas or propane used for startup and flame stability. Unit 3 will use 3.8
acres of already disturbed land at the existing Lee County site. The site is an approximately
155-acre parcel located approximately five miles east of Fort Myers in
unincorporated Lee County.
Additional facilities included in the Unit 3 project include a lime
silo, a mechanical draft cooling tower, pipes necessary to connect to the
existing cooling water supply and wastewater treatment systems, natural
gas and fuel delivery systems and bus bars to connect the unit to the site
switchyard.
On August 19, 2003, the Administrative Law
Judge issued a Recommended Order recommending the Siting Board grant full
and final certification to Lee County for its Solid Waste Energy Recovery
Facility Unit 3, under Section 403, Part II, F.S., for the location,
construction and operation of the Lee County Solid Waste Energy Recovery
Facility Unit 3, pursuant to Subsections 403.509 (1), and 403.511(1),
F.S. (See Attachment 2, Pages
1-103) RECOMMEND
