Florida's aquatic preserves.

MS. ANDREWS: I'm Katherine Andrews and I'm the
16 director of Coastal
and Aquatic Preserves. Most
17 Florida citizens are
well aware of our park system.
18 It's one of the best
in the nation. Well, let me take
19 that back, it is the
best in the nation. The park
20 service helps protect
our environment and helps keep
21 our economy
strong. We're also well aware of our
22 award-winning
beaches. They also promote great
23 economic growth in
the state.

Our citizens are not as well aware of our system
25 of aquatic
preserves. They have one of the best

1 systems in the nation
of conservation areas below 6
2 mean high water
line. We should value our aquatic
3 preserves just like we
do our award-winning parks and
4 our award-winning
beaches because they help to protect
5 our coasts, they help
to protect our clean water
6 quality and they
protect our fisheries as well.

The first step is raising awareness of the aquatic
8 preserves and
promoting a sense of stewardship of these
9 pristine areas in our
citizens. So we obtained a grant
10 from the National
Oceanographic and Atmospheric
11 Administration and we
have produced a documentary on
12 the aquatic preserve
system. The documentary includes
13 the public of a dozen
of the aquatic preserves and
14 we've gone out and
interviewed them and they talk about
15 what the aquatic
preserves have meant to them growing
16 up on their
waters.

We were very lucky to have the renowned
18 photographer, Clyde
Butcher, involved in this project.
19 He's a big fan of the
aquatic preserve systems and he's
20 the host of this
project. I would like to take a
21 minute and introduce
the director of this film, Elam
22 Stoltzfus, to say a
few words.

MR. STOLZFUS: It's an honor to be here to share
24 these few moments and
talk about the film with you,
25 Governor and the
cabinet. Of course, as Kacky already

involves Clyde Butcher, he's the ho 7

gentleman who scored the music,
3 Sammy Tedder, and he's
from Sopchoppy. And what he did
4 is scored natural
sounds with crickets and the water
5 into kind of a jazz,
Latin American, Irish combination
6 of music. You'll
hear it in the preview.

MR. STOLZFUS: Crickets, oh, yeah, lots of them.
9 Irish crickets.
(Laughter.) I just want to share a
10 little bit about the
experience that several of us had
11 of traveling all
around the state. We started out here
12 at Port St. Joe.

GOVERNOR BUSH: We paid you to do this?
14
MR. STOLZFUS: No, a grant. It was fun. I
15 learned a lot.
It was an experience of lifetime. Of
16 course, it was an
honor also traveling with Clyde and
17 to see his work and
work together and document some of
18 the most gorgeous
places in Florida. And so I want to
19 talk about the
places, how they are so unique and how
20 they are fragile and
yet there is a lot of strength in
21 how they
evolve. And what was interesting is what some
22 of the people said
that we interviewed.

We interviewed about 25 people. And this is from
24 artists, from
commercial fishermen, sports fishermen,
25 writers and people
who just like being out there. I

reference to, This is my sanctu 8
2 This is where I need
to go. Another gentleman made
3 mention of, We need
these places. Animals need it.
4 All the critters need
it. But we also need it as
5 human.

So it was really a study seeing how nature and
7 people all work
together and the very thing that is the
8 magnet of drawing
people to Florida is how we need to
9 make these places work
and protect them for our future
10 and for our enjoyment
as well as the protection of the
11 animals and the
critters.

GOVERNOR BUSH: Are we going to see something?

MR. STOLZFUS: In just a few minutes you're going
14 to see a seven-minute
preview. And this is still the
15 rough cut. So
the audio is not at the final mix yet or
16 the film but it will
be by the weekend. It will all be
17 done. So please
enjoy this and I want to say thanks
18 again for the
partnership that the different artists
19 had to work with the
DEP camera and it's been a real
20 honor. Thank

Protection was my division and they

Item 3 is the conveyance of some surplus land to
21 Palm Beach
County. It's just a little over 21 acres.
22 And this is land that
is not conservation land. The
23 land would be used by
Palm Beach County to build a
24 water plant.

looked at investing the program
17 funds and floats with
the state treasurer's use in

fund with the 2002/2003 program

proved successful in mitigating a negative
20 arbitrage. So
good things are happening over at the
21 housing fund with the
treasurer working together.
