3. Ch. 6C-5 11 New and 69 Repeals:
Systemwide Personnel Matters
The Board of Regents is reviewing all of its administrative
rules. In its review of the personnel rules, it has
recommended the repeal of all existing Systemwide personnel
rules. The Board's personnel rules were previously broken
out by pay plan and collective bargaining agreement. In the
review, it was determined to propose these rules by
function, from appointment to separation, with each new rule
applicable to all State University System employees.

Special Fees, Fines and Penalties
The Board of Regents rule authorizing a negative checkoff to
fund public interest research groups was challenged. As a
result of the decision of the First District Court of
Appeals and the Final Order of the Hearing Officer, the
Board was directed to amend its rule to delete that part of
the rule which authorized a negative checkoff to fund the
public interest research group. The rule is amended, as
directed by the Court.
