INFORMATION RESOURCE COMMISSION

November 19, 1996

 Governor Chiles, Secretary of State Mortham, Attorney General Butterworth,  Comptroller Milligan, Treasurer Nelson, and Commissioner of Education Brogan met this day in the Cabinet meeting room of the Capitol, sitting as the Information Resource Commission.  Commissioner of Agriculture Bob Crawford was absent from the meeting.

The meeting was called to order at  10:23 a. m. items 1 through 7 were approved without discussion.:

EXECUTIVE SUMMARY

 

 

The attached State Implementation Plan was developed pursuant to section 282.1021, Florida Statutes, and addresses the communication needs of state agencies. The plan includes a general description of the communications services available and planned to be available during the plan period and the estimated costs of those services to the state agencies. Also pursuant to section 282.1021, Florida Statutes, copy of the State Implementation was provided to the Executive Administrator of the Information Resource Commission for his review. A copy of his comments regarding the plan are also attached.

 

Listed below are the major updates and changes made to the 1995 edition of the State Implementation Plan for Communications Services that resulted in the 1997 edition.

Section 2.1.3.2 COMMUNICATIONS SERVICE AUTHORIZATION (CSA) and Section 2.1.3.3 COMMUNICATIONS PROCUREMENT OR LEASE AUTHORIZATION (CPLA)

were updated to reflect a new level for requiring prior approval by Division of Communications for communication services and procurements. The level for the Division’s prior approval is indexed to the Division of Purchasing’s Category II level of approval as defined in section 287.017, F.S. This increased the 1995 level of $10,000.00 to $15,000.00 for the 1997 edition of the plan. Therefore, only communication procurements exceeding $15,000.00 require the Division of Communications’ prior approval.

 

Section 2.1.6.1 SUNCOM LOCAL SERVICE INVOICING and Section 2.1.6.2 SUNCOM NETWORK INVOICING were updated to include a description of the invoices for the new automated invoicing system (Telephone Agency Billing System - TABS) for local service and to reflect invoicing format changes for new enhanced network services for the SUNCOM Network.

 

Section 2.1.9 DIRECTORY LISTINGS FOR STATE OF FLORIDA GOVERNMENT was revised to reflect the decision to discontinue the publication of a State of Florida Telephone Directory.

 

Section 2.1.18 DIVISION OF COMMUNICATIONS’ POLICY ON LIGHTNING DAMAGE PREVENTION, AND ON ELECTRICAL SURGE PROTECTION AND SUPPRESSION FOR COMMUNICATIONS EQUIPMENT AND ASSOCIATED EQUIPMENT in the 1995 plan was deleted. This Section was based on the Division of Purchasing’s state contract for the devices that provide this type of protection. Since the 1995 edition of the plan, the Division of Purchasing has terminated this contract due to a lack of utilization of the contract by state and local agencies.

 

Section 2.3.7 POLICY ON INTERNET ACCESS BY SUNCOM DATA USERS was added, along with FIGURE 2.3.1, to explain the needs and methods for obtaining secure INTERNET access. The 1995 edition had a small section that briefly described earlier INTERNET access services in general terms.

 

Section 2.9.11 JOINT TASK FORCE ON STATE AGENCY LAW ENFORCEMENT COMMUNICATIONS - STATEWIDE RADIO SYSTEM was updated to reflect the current status of this program while figure 2.4.1 was added to provide an overview of the implementation schedule for this program.

 

Section 2.5.2 COMPRESSED VIDEO TELECONFERENCING was rewritten to reflect the status of the Florida Government Teleconferencing Network (FGTN); how the FGTN compliments agency specific networks; and the operational policies established for using the DMS locations on the FGTN.

 

Section 2.6.10 VIDEO CONFERENCING STANDARDS was added to define the suite of International Standards (ITU-T) for the FGTN. Adherence to these standards insures interoperability between the different equipment manufacturers used on the FGTN.

 

Section 2.6.11.3.1 INTEGRATED SERVICES DIGITAL NETWORK (ISDN) and Section 2.6.11.3.2 ASYMMETRICAL DIGITAL SUBSCRIBER LINE were added as two new emerging technologies that are or will be available to state agencies in the next two years. These are two alternatives to the local access lines currently available that will provide state users with greater bandwidth for their data and video applications.

 

Section 2.6.11.3.3 LOCAL SERVICE DEREGULATION summarizes the Division of Communications’ efforts in this area and the possible impact on the cost of local telephone access lines.

 

All of Section 3.1 1997/99 IMPLEMENTATION PLAN has been updated to reflect those communication services that are forecast to be available in the 1997/99 time frame. The new or enhanced communication services forecast are in support of the communication needs and requirements identified in the May 1996 Agency Strategic Plans.

 

Section 3.2 DIVISION OF COMMUNICATIONS RATES has been updated to include the Division’s portfolio of service rates that became effective January 1, 1997.
