5. Request approval to contract with Oracle Corporation for computer programming/
consulting services pursuant to the terms, conditions and hourly
rates established by state contract no. 252-002-97-1. These services
are required in order to implement the Public Information Act
of 1997 amending Florida Statutes 775.21, 921.0012 and 943.0435.
This Act requires sexual predators and offenders to register
in person at a driver license office within 48 hours after a permanent
or temporary address change. The Act also requires DHSMV to forward
the digitized images and issuance information of sexual predators
and offenders to the Florida Department of Law Enforcement. Funds
were appropriated to DHSMV to hire contract resources to complete
the programming required for implementation.
To accomplish this, Oracle will design an application that will
read an input file, search the DHSMV database and create two output
files for each match found. Oracle will conduct an analysis of
the business requirement for the application, prepare a design
document which will include general programming requirements,
a test plan, and a project plan time schedule. In addition, Oracle
will develop and test the application in accordance with the approved
design documents and prepare an installation plan and implement
the application.
Oracle estimates the period of performance for this task to span
approximately 160 hours. Based on the scope of this task and
the expertise required, this task will be performed by a principal
engineer, at the state contract rate of $185 per hour. Total
programming/ consultation costs should be $29,600 with additional
reimbursement for travel expenses of approximately $5,500 for
the one month task. Total cost for the task shall not exceed
