1. Approval of the Minutes for the August 28 and September 25, 1997, Cabinet
meetings.
2. Request permission to acquire software development services
from Compuware to convert the on-line driver license host programs,
which are not year 2000 compliant, to Uniface, which is compliant,
and to provide the Department with analysis, design, implementation
and database administration assistance with the conversion of
the driver and financial responsibility databases to Oracle.
The conversion, which is in progress, uses an oracle database.
The application software is being written in Uniface, which is
a fourth generation language developed and sold exclusively by
Compuware. Sole source authority was authorized by the Department
of Management Services April 10, 1996, (No. E-0855) and October
28, 1996, (No. E-0190) for Uniface software licenses, technical
management and training services from Compuware Corporation.
In addition, we have attached our most recent sole source authorization
from the Department of Management Services for this additional
work.
Compuware estimates that the project will encompass approximately
10,315 hours of programming and conversion time with completion
by December 31, 1998. The cost of the project is based on a rate
of $125 per hour (7,892.5 hours for on-line programming and 2,422.5
hours for data conversion). Total cost will be $1,289,375.
Funds were appropriated to the Kirkman Data Center by the 1997
Legislature to contract for these services. In addition, attached
is a list of other contracts this Department has with Compuware.
