5 of a request to establish a management review

6 team at the Department.

7 COMPTROLLER MILLIGAN: Governor, if I

9 I'd like to recommend a preliminary

10 investigation be conducted, based on the

11 allegations that are contained in

12 Colonel Grimming's letter of resignation dated

13 14 November 1997.

14 This deferral action would enable

15 Colonel Grimming to provide evidence to support

16 his allegation.

17 I would further recommend that the

18 allegations be an adjunct to a current open

19 investigation pertaining to contract matters

20 that were addressed in that letter being

21 conducted by my office.

22 And I would ask that this item be deferred

23 until the February 24th Cabinet meeting, at

24 which time I will provide you with the results

25 of this preliminary investigation.

14 perfectly satisfied with that, and look forward

15 to the results.

2 DR. BEDFORD: I have Noah Powers in the

3 audience that can come and address that with the

4 actual numbers.

5 ATTORNEY GENERAL BUTTERWORTH: I think real

6 quick it'd be interesting to know just how many

7 outstanding loans there are with the students in

8 Florida, how many we're getting each year. This

9 is really -- is a tremendous issue.

10 MR. POWERS: Thank you, sir.

11 For the period of the contract up through

12 November, we're looking at individual student

13 loans, not actually the number of students --

14 ATTORNEY GENERAL BUTTERWORTH: Right.

15 MR. POWERS: -- but the individual loans

16 are about 789,000.

17 ATTORNEY GENERAL BUTTERWORTH: And you

18 anticipate how many more next year?

19 MR. POWERS: We anticipate probably 5 to

20 8 percent increase.

21 ATTORNEY GENERAL BUTTERWORTH: And that'd

22 be how much in numbers? It's early in the

23 morning so it's -- 100,000?

24 MR. POWERS: Around 800,000 --

25 COMMISSIONER BROGAN: It's part of the

1 Sunshine State Standards I think.

2 ATTORNEY GENERAL BUTTERWORTH: I know that

3 a five-year contract that was established well

4 before you being there -- well before the

5 Commission being there -- usually in this

6 particular industry, the fine costs per unit are

7 going down.

8 When does this -- when does this particular

9 contract go out for bid again? Because I know

10 we're locked into it now, but I -- maybe we can

11 get a much better price when we go back out

12 again.

13 MR. POWERS: Yes, sir, we'll be looking at

14 that.

15 COMMISSIONER BROGAN: This is the last

16 year --

17 DR. BEDFORD: Well, we --

18 COMMISSIONER BROGAN: -- of the contract.

19 MR. POWERS: This is the last year, but

20 we're into a one-year extension -- or will be

21 into a one-year extension, and we'll be looking

22 at that.

23 COMMISSIONER BROGAN: And we'll have to do

24 another RFP, General, and put it all out again.

25 ATTORNEY GENERAL BUTTERWORTH: It's very

1 interesting, Governor, and members of the

2 Cabinet, that we have almost -- very close to

3 almost one million outstanding loans for

4 Floridians going to college. And that really

5 is -- just shows how much money college is

6 costing.

7 And I know people that come to my office

8 with law degrees -- we hired one couple, the

9 husband and wife, who both of them together had

10 over $200,000 in loans. And you comment, well,

11 how can people even make it these days? I mean,

12 it's really -- it's really tough.

13 GOVERNOR CHILES: Yeah.

14 And it cuts two ways in a way, you know.

15 Why did they have to get $200,000? So sometimes

16 maybe these loans are kind of easy to get, or

17 you don't feel like you're ever going to have to

18 pay them back.

19 But the number I'd be more interested in is

20 where do we stand in arrearage now in the,

21 you know, uncollectable or late payments.

22 MR. POWERS: Actually, Governor, we're at

23 about a 10.1 percent default rate nationally,

24 which is much lower than most any of the large

25 states that have a large volume.

1 GOVERNOR CHILES: Well, that's --

2 ATTORNEY GENERAL BUTTERWORTH: Some weight,

3 Governor, I mean, I'm finding that with my

4 professionals in the office. And also, we'll

5 find with law enforcement also, that many people

6 who would like to choose public service may not

7 be able to do so because of the few thousand

8 dollars that the private industry will pay

9 more.

10 In some cases, if we can have somehow or

11 other -- pay some of those loans, or help pay

12 some of those loans, we may be in a much better

13 position in order to compete for some of the

14 better students that are graduating, whether it

15 be law, medicine, or any of the professions.

16 GOVERNOR CHILES: May well have to -- the

17 Legislature might want to have to look at some

18 of that.

19 ATTORNEY GENERAL BUTTERWORTH: We have a

20 lot of tobacco money there, maybe we can use

21 that tobacco money.

22 COMMISSIONER BROGAN: One of the things

23 that we do, as you know, as members of the

24 State Board, is use loan forgiveness in the

25 issue of critical teaching shortage areas is to

1 draw people into those areas.

2 And that's a very attractive incentive to

3 people to get into some of those areas where we

4 have trouble drawing -- drawing teachers. It's

5 not up-front money, but it sure saves you on the

6 back end.

7 Some of you probably did the same thing as

8 I did, I took loans when I went to college.

9 Some of them took me ten years before I finally

10 paid them off. So it is a very attractive

11 incentive.
