11. Request approval to contract with Sierra Research, Inc., of Sacramento, California for professional consulting services related to the motor vehicle emissions inspection program. These services are required to evaluate alternative inspection program requirements, and to draft a request for proposal to solicit inspection program contractors to follow the current contracts expiring March 31 and April 30, 2000. The use of the services of an independent expert consultant for these purposes is required by CS/HB 1377, Amendment 1, Section 1, (Chapter 98-254, Laws of Florida) passed during the 1998 Legislative Session.
Sierra Research, Inc., was selected by competitive negotiation approved by the State Purchasing Office in the Department of Management Services. Sierra Research's fee will be $50,000 for the required services. Any requirement for additional work related to the emissions program that may arise can be accomplished at their government rate schedule, and will remain within the maximum of $125,000 authorized in the above referenced legislation for this purpose.
