Island Power Park Order/Kissimmee Utility Authority/Florida Municipal
Power Agency
REQUEST:
Consideration of an Order recommending that the Siting Board
adopt the Administrative Law Judge's Order of Adoption and the
related Findings of Fact, Conclusions of Law and Recommended Order
finding the Cane Island Power Park site to be consistent and in
compliance with the existing land use plans and zoning ordinances
of Osceola County, pursuant to section 403.508(2), F.S.

APPLICANTS: Kissimmee
Utility Authority (KUA) and Florida Municipal Power Agency
(FMPA)
LOCATION: The
existing Cane Island Power Park is located approximately five
miles west of the Kissimmee city limits and one mile north of
Intercession City in western Osceola County.
STAFF REMARKS: The
KUA and FMPA wish to expand their generating capacity by
constructing a 250 megawatt, high efficiency, natural gas-fired,
combined cycle generating unit on KUA's existing Cane Island Power
Park site. The project includes construction of a mechanical
draft cooling tower, water and wastewater treatment facilities,
fuel oil and water storage tanks, a storm water detention pond
and a short 230 KV transmission line that will interconnect with
Florida Power Corporation's Intercession City Generating Plant
located approximately one-fourth mile west of the Power Park boundary.
Low sulfur, distillate fuel oil will be a backup fuel in case
of a temporary curtailment on use of natural gas. Currently KUA
operates two natural gas-fired generating units on site. On November
17, 1998, the Administrative Law Judge conducted a public hearing
on compliance of the site with the existing land use plan and
zoning ordinances. No one testified against or opposed the proposed
use of the site.
The Order approves and adopts
the Order of Adoption as submitted by the Administrative Law Judge,
pursuant to the Florida Electrical Power Plant Siting Act, sections
403.501, et seq., F.S., finding the Cane Island Power Park
site to be consistent and in compliance with the existing land
use plans and zoning ordinances of Osceola County, pursuant to
section 403.508(2), F.S.
