RECOMMEND APPROVAL

ITEM 2. Request approval in concept of the Department's additional legislative proposal for the Estate Tax. The proposal will allow small estates to merely record an affidavit of non­taxability with the Clerk of the Court in lieu of the non­taxable certificate currently issued by the Department. The current DOR "middleman" step that adds no value is thereby eliminated.

ITEM 3. Request permission to submit the Department of Revenue's 1999­2000 amended Legislative Budget Request to the Executive Office of the Governor and Legislature.
